True

“The Pentagon quietly changed the federal absentee forms used by overseas voters.”

The facts: True, but military voters and their families are not affected and vote the same way as before. In late August the Pentagon removed a checkbox from two federal overseas voting forms used by U.S. citizens who have never lived in the United States; those voters now must swear they intend to return or are unsure. The Pentagon says states can still accept older versions of the forms, and the change is being challenged in federal court. If you vote from overseas, use FVAP.gov and contact your state election office with questions.
