What the levels mean
- Level 1
- Conditions forming. Claims, legal moves, or orders that could be used to justify interfering. Nothing has been stopped yet.
- Level 2
- Interference underway, process holding. It has happened in one or a few places (a seizure, a refusal to certify, a court order), but voting, counting, or certification can still go ahead on schedule.
- Level 3
- Process blocked. Widespread or disruptive enough that voting, counting, or certification can’t go ahead on schedule, or eligible voters are kept from voting.
