The facts: DHS called its 250,000 figure potential noncitizens, based on commercial database matches without driver's license or Social Security numbers. When officials check names one by one, most come back as citizens: Nevada found every person on its DHS list was a citizen, and Maricopa County, Arizona, found 52 citizens and 8 noncitizens among 60 flagged voters. Noncitizen voting is illegal, rare, and prosecuted. A database match is a lead, not proof.
