Does EagleAI voter roll software prove thousands of illegal voters are on state rolls? No.
The rumor is False
“Scans by the EagleAI voter roll software found thousands of illegal voters on state rolls, proving the rolls are full of fraud.”
The fact
Georgia county election officials who tested ELLY, the successor to EagleAI, found it flagged a living voter as dead, another as voting twice, and voters at nonresidential addresses; the tool lacks driver's license numbers, full birth dates and Social Security numbers.
In Chatham County, a county review cut a list of 224 ELLY-flagged voters to 101. In 2024, metro Atlanta counties dismissed more than 45,000 voter challenges, some built on EagleAI data, and removed fewer than 50 voters. No credible source shows the Justice Department's California noncitizen list came from EagleAI; DOJ says DHS compared voter files with immigration data. A private challenge does not remove anyone; election officials must review it first.
What to do
Got a notice that your registration was challenged? Respond by the deadline and call your county election office. A challenge alone does not remove you from the rolls.
How this story developed
- American Oversight sues the Justice Department in federal court in Washington, D.C., for records on any use of EagleAI or ELLY. The suit seeks records and does not show DOJ used the tool.
- Chatham County, Ga., holds a hearing on ELLY-flagged voters after its own review cut a state investigator's list from 224 to 101. The county says it does not plan to use ELLY.
- AJC reports Georgia county tests found ELLY, the successor to EagleAI, wrongly flagged a living voter as dead and another as voting twice.
