The facts: True, with one open question. Three TV spots that began airing Sept. 23 carry a Paid for by the U.S. Government disclaimer, and ad trackers count at least 2.5 million dollars spent so far. Federal law bars spending on publicity or propaganda inside the U.S., but no court, GAO, or inspector general has ruled on whether these ads cross that line.
