What the levels mean

Level 1
Conditions forming. Claims, legal moves, or orders that could be used to justify interfering. Nothing has been stopped yet.
Level 2
Interference underway, process holding. It has happened in one or a few places (a seizure, a refusal to certify, a court order), but voting, counting, or certification can still go ahead on schedule.
Level 3
Process blocked. Widespread or disruptive enough that voting, counting, or certification can’t go ahead on schedule, or eligible voters are kept from voting.

That is 92 fewer Election Day locations in the third most populous county in Texas. The vote followed an eight hour meeting with testimony from more than 100 speakers, most opposed, and a rally by 30 civic groups outside the courthouse.
