What the levels mean

Level 1
Conditions forming. Claims, legal moves, or orders that could be used to justify interfering. Nothing has been stopped yet.
Level 2
Interference underway, process holding. It has happened in one or a few places (a seizure, a refusal to certify, a court order), but voting, counting, or certification can still go ahead on schedule.
Level 3
Process blocked. Widespread or disruptive enough that voting, counting, or certification can’t go ahead on schedule, or eligible voters are kept from voting.

StateGuilford CountyThe state board approved an early voting plan for Guilford County with no sites at UNC Greensboro or North Carolina A and T State University, despite repeated requests from students at both schools to keep campus sites used in 2024. The county board declined to include them in July, and because that vote was not unanimous the plan went to the state board. Guilford had 28 early voting sites in 2024 and 15 in 2022. StateColumbus CountyThe county board moved to cut early voting sites for November, starting with a May proposal from the Republican chair to go from five sites to one, revised in June to three. Records obtained by the Southern Coalition for Social Justice showed the state auditor office elections liaison told the chair that five sites was overkill and three was plenty, two weeks before she revised her plan to three. Over half of county ballots were cast early in 2022. The board deadlocked June 29. On August 20 the state board preserved all five sites, with no Sunday voting. StateNorth Carolina State Board of ElectionsThe state board voted 3 to 2 along party lines to eliminate early voting sites on four college campuses for the 2026 primaries: Western Carolina University, UNC Greensboro, Elon University, and North Carolina A and T State University. Board members cited proximity, logistics, and parking. The plans reached the state board from a dozen counties whose local boards could not agree. Students rallied against the decisions. For the November general election the state board later restored the Western Carolina site, while Guilford County campus sites stayed off the plan.
